I lead agency operations, provider enrollment, network contracting, regulatory compliance, quality assurance, marketing, business development, financial planning, and community partnerships while developing and expanding innovative, person-centered programs and services. As Chief Operating Officer (COO), Jabrais Hargrove oversees Elite2Serve’s daily operations and leads Career Development and Assessment Services. As the creator of the Elite2Serve Career Success Academy, he developed the agency’s innovative Pre-Employment Transition Services (Pre-ETS) curriculum, equipping students and young adults with career readiness, workplace skills, self-advocacy, and employment preparation for competitive integrated employment. His leadership reflects Elite2Serve’s commitment to empowering individuals to achieve meaningful careers and lifelong success.
